    Hamilton Board of Education Appoints William Dowsland As New Superintendent

    The Hamilton Central School District Board of Education appointed Mr. William Dowsland as its next Superintendent of Schools at a board meeting on March 4, 2019 at 6:30pm. The Board selected Mr. Dowsland after a multi-step review of candidates and thoughtful deliberation.

    Mr. Dowsland has been with the Hamilton Central School District since 1998, first as a teacher and then as an administrator. He is currently the Junior/Senior High School Principal, a position he has held since 2012. He previously served as Assistant Principal and Director of Physical Education, Health and Athletics. He joined Hamilton as a Physical Education and Health teacher.

    In his current capacity as Principal, he has served as an educational leader for the secondary level, including developing, implementing and evaluating a data-driven plan to increase student achievement. He coordinated the expansion of the school’s Advanced Placement and dual credit offerings, developed the school’s master schedule, and served on teams related to the district’s Strategic Plan development. He has experience with budgeting, negotiations, strategic planning, family and community engagement, school accountability, community partnerships, staff evaluations, school accreditation, and state and federal regulations.

    Mr. Dowsland holds a Bachelor’s Degree in Physical Education and a Master’s Degree in Health, both from SUNY Cortland. He earned his Certificate of Advanced Graduate Study in Educational Administration from the Massachusetts College of Liberal Arts, and he holds certificates as both a School Building Leader and a School District Leader. Outside of school, he coaches softball and has earned Coach of the Year honors from New York State, the Utica Observer-Dispatch and the Syracuse Post-Standard.

    The Board of Education began its search for a new Superintendent of Schools in August and engaged with community stakeholder groups to determine expectations, needs and goals for the district, the search process and the new Superintendent. The Board received nine applications and, after a careful and thoughtful screening process, interviewed three outstanding candidates.

    The Board of Education believes Mr. Dowsland will be an asset to the Hamilton Central School District and the entire community.

  • Superintendent search timeline

    The superintendent search timeline has been extended. The superintendent search process has not come to closure at this time, and the Board of education does not anticipate an appointment prior to the next regularly scheduled meeting on February 14.

    Once the process is complete, a meeting date to appoint the new superintendent will be posted.

    The Board has been engaged in the search process since August, engaging with stakeholders, determining our expectations for the candidate, and interviewing applicants.

    We received a total of 9 applications. Narrowed the pool to 4 viable candidates and are in the process of interviewing and finalizing our decision.

    This task has been intense and thoughtful. We anticipate coming to closure with the process within our projected timeline. Once Closure is met, a Special Board Meeting will be held to appoint the Superintendent. This meeting, as all meetings, will be posted.

    We wanted to take a moment to let you know that the process is moving along.  We did NOT have to spend more to advertise the position, which at one time in early November we had thought we might have to. We are happy to report we had several applications.

    Our consultant went over her meetings with the constituent groups with us. We planned several meetings for December and January to review applications as well as for first and second round interviews. The board is currently working individually to prepare questions each hope to ask candidates. Questions will then be discussed as a group and finalized before the interviews start.

    All the constituency groups have meet with Jackie Starks to date. We reviewed the brochure and made a few more edits. The brochure will go to print on Monday. We discussed where to post the ads for the position and Jackie asked that we meet again in November to review the data she collected from each constituency group.

    Our consultant is out sick. We will move tonight's superintendent search meeting to the beginning of our October 11th meeting. All constituency groups will meet before that evening (and will hear from the consultant regarding times).

    We discussed the timeline (posted below), salary range, constituent groups (and determined that we needed to reach out once more for more community participation), constituent meetings (which are set for the end of September. Participants will be contacted by the Search Consultant directly for these meetings), and the information the board needs to work on and return to our Search Consultant before our next meeting. Next meeting regarding the search will take place on September 27th.
